MASTER ASSOCIATION OF GRAND HARBOR AND OAK HARBOR

The Grand Harbor Community Association, GHCA, is Grand Harbor’s Master Association for all unit owners in Grand Harbor and Oak Harbor. Incorporated on March 11, 1987, under Chapter 720 of the Florida Statutes, it operates as a Home Owner Association, HOA.

The Grand Harbor Community’s Master Association is responsible for the maintenance, preservation, and architectural control of common areas in Grand Harbor and Oak Harbor. This does not include properties of the Grand Harbor Golf and Beach Club, the Oak Harbor Club, the Oak Harbor Somerset House Assisted Living Facility, or the Marina, which are separately owned and the responsibility of those respective organizations.

About The Master Association

After over 30 years of being controlled by a series of developers, GHCA transitioned to resident control at the end of 2020. The approximately 1,400 individual residences of Grand Harbor and Oak Harbor are GHCA members and are subject to dues and assessments levied by the Master Association.

While GHCA has its own Declaration of Covenants, Conditions and Restrictions, each of Grand Harbor’s 46 neighborhood HOA’s has its own Declaration of Covenants, Conditions and Restrictions, so each resident is legally bound by both documents. Each neighborhood HOA can levy dues and assessments for its residents. GHCA dues, assessments, and cable services are paid through a resident’s respective neighborhood HOA’s dues and assessments.

Our History

The Grand Harbor Oak Harbor LLC (GHOHLLC) was a temporary organization set up by the homeowners of Grand Harbor & Oak Harbor to prepare for the transition of control of Grand Harbor Community Association (GHCA) from the developer to the homeowners.

Their prime responsibility was to thoroughly investigate the conditions of the physical and financial assets of Grand Harbor Community Association and insure the developer has fulfilled its obligations to the home owners of Grand Harbor and Oak Harbor for a smooth transition. In the case of issues, GHOHLC will seek to negotiate a fair settlement.

Turnover to the Grand Harbor/Oak Harbor Community owners occurred on December 4, 2020, a few weeks earlier than scheduled, Dec. 31, 2020.

Our Grounds

The residents of Grand Harbor enjoy a lush 940-acre community that curves around the western banks and marshes of the Indian River Lagoon, along with the many prized amenities of the Grand Harbor Golf and Beach Club and Oak Harbor Club.

GHCA inspires and engages the community to protect and restore the health of the Indian River Lagoon, recognizing how critical the estuary is to the area’s economic vitality and quality of life, encourages sustainable land management, and provides a “plan-do-check-act” framework to improve environmental quality.

Sanctuary & Wildlife

The community’s commitment to environmental stewardship has achieved Audubon International certification as a “Certified Audubon International Cooperative Sanctuary”.

As a result, Grand Harbor residents enjoy abundant birdlife, particularly in the many ponds managed by GHCA. The ponds are linked via underground pipes and connected to the estuary and Indian River Lagoon. Fish, and the occasional alligator, can easily migrate into the community, where they attract a wide variety of birds and butterflies.

GHCA Responsibilities & Assets:

  • All community bridges and tunnels, most main roads in the community, and the main GH fountain.
  • Three Guard Houses: GH main, OH main and the Barcode/Security House at the entry to The Falls.
  • Security equipment including the gates, monitoring devices, and oversight of the Security Company.
  • Most of the ponds in the community as well as their interconnecting network of pipes/culverts, and the conservation estuary including its mangroves.
  • The storm water management system that controls the flow of rainwater throughout the community.
  • The main road curbs, gutters, guardrails, lighting, sidewalks and signs.
  • Landscaping in all GHCA common areas and along the main roads.
  • Some irrigation pumps and controllers, but only the actual irrigation of GHCA common areas.
  • Fences and walls around the perimeter of Grand Harbor and Oak Harbor.
  • To safeguard the rights of residents under the Declaration of Covenants and the contracts to which the Association is a party, including managing the current litigation against the Developer proceeding in the Florida state court.
